SharePoint manage access effectively, if a user does not have access to a SharePoint site, then they can not see the content of the site and will get an access denied feature. If access request feature is enabled then users can request for access to a SharePoint site. In case of windows, in cmd try to run pip install using python executable . e.g. python -m pip install mitmproxy this should work, at least it worked for me for other package installation.
